Should I call my boss back if he doesnt call me?

I work in landscaping, and I call him every morning to make sure we are working. He just liked me to. I havnt worked a week due to the rain, but today, and tommarrow are suppose to be clear. I called my boss, and asked him if I could work today, and he said let me wait until its light outside so I can see. Well, its light outside, and it's clear, and he hasn't called me back. I'm hesitant to call him back because I have a feeling hes trying to keep me from working much to save money, and I dont want to make him mad. Yes, I've asked a few questions about this same boss.
