Thousands of people from the US have retired to Mexico. They eventually learn Spanish, but they don't necessarily learn anything about Mexican history and culture. Cinco de Mayo is a celebration of a victory over the French that is really only celebrated in Puebla. It's NOT Mexican independence day- so I think your quote is fake. Some Mexicans in Los Angeles revived it, and it's now celebrated more in the US than in Mexico.
