Where is it better to fly into BWI or IAD?

It depends on where you're going. IAD is closer to the main DC area and BWI is closer to the Baltimore area.

Depends where you need to travel on to? You know Dulles is closer to WDC, So if your business is there then IAD is best, but if your closer to Baltimore, then BWI is better.

It depends on a few factors. if you are intending to be around the Baltimore Area or North it is probably better to fly into BWI. If you are going to be more in the Immediate DC area or South/East then IAD is probably better. However, these two are still close enough(1-2 hours depending on traffic) that if the schedule and/or fares work out better for you to fly into one over the other then that may work out to be a good option.

Neither airport has good public transit to DC, and both are about 40 minutes from DC. In either case I don't think one has the advantage over the other with the lone exception that if you get stuck, BWI has a very nice airport where as IAD is just dull. Just to note, it almost never costs you more to fly direct into DCA then the other 2 airports and at least that has public transit.
