By "entered the 21st century", did they mean that 2000 will begin the 21st century? El Paso 2000 was a public and private partnership established in September 1983 between the El Paso County Government and the El Paso Association. Its purpose was to address the issues it anticipated that El Paso County would face as it entered into the 21st century, including housing, economic development, arts, health and government. The entire initiative involved approximately 800 participants and lasted until August 1987, when the final report was released. The project ended with a series of recommendations for change that the project felt would help improve the quality of life in El Paso County for the year 2000 and beyond.
