Um if their parents moved there and they were born there then yes, they are an Englishman. Anyone born in a country is that nationality. I am an American but don’t have any Native American blood, all my ancestors are from Europe. That doesn’t make me European as I was born and raised in America.

Nonsense. English is an ethnicity and just having a different skincolour than most does not make you any less that ethnicity.
