I believe he is a mangy sloth with a severe skin disease turning him green

He is obviously a hominid of some sort. He is covered in fur/hair [same thing], so he is obviously from a cold region. The only thing that is off is that he is green, my guess is that his kin lived in thick bright green forests [good camo], or maybe his color is just a bad mutation...or dye! But he is unquestionably a hominid from a cold climate. Us modern humans don't have as much hair because we evolved in Africa's Savannahs. It's the same reason why African elephants and rhinos have little hair, are mostly bald, but now extinct mammoths and wholly rhinos were hairy.
