What are these radio signals around the 27 Mhz frequencies? Software defined radio.?

these signals are odd since they start at a lower frequency and go through a series of descending frequencies. the signals are continuously active while going through frequencies. they appear in the waterfall spectrum diagonally or curved. how can a signal manifest that?
