Maybe you're asking for the eastward motion of a surface point at latitude 39.605... , is that what your question is? There is no point in carrying the latitude to extreme precision, if you are not also reporting the altitude, and even the longitude could have an effect, as the "figure of the earth" is not exactly spherical. However, the simple assumptions would be (a) earth's rotational period is 23:56:04. (b) equatorial radius is 3963 miles. (c) radius at 39.605N is R*cos(39.605). Based on that, the circumference at 39.605 latitude is about 19185 miles, and it takes 23.9345 hours to cover that distance. So the eastward speed of a surface point would be around 802 mph.
