Looking at the way its roots were packaged, it probably is. If you are worried, (you are) Get the base up onto something so that some of the foliage floats on top of the water.

It appears to be. But it would still need nutrients and sunlight to grow. You could ask the name of the supplier from the place you bought it. Then go to their web site.
