If you're driving home from work and cop that was just sitting on the shoulder of the road pulls you over and gives you a speeding ticket as soon as you drive by, and then a month later, while you're driving home from work again, another cop that's parked on the same street you were pulled over on the last time pulls you over and gives you another speeding ticket as soon as you drive by, does it mean that you're being targeted by police in that area?
