It obviously is already illegal for anyone to commit rape or assault a child... Laws only ever make it possible people to be punished for committing crimes, they do not stop them from happening - if they did, there would be no criminals.. That seems to the basic, simple fact that many people just seem incapable of understanding. There are laws to cover everything already, but many people (and politicians) want more laws instead of more investigation of crimes! Politicians making laws costs nothing and gives politicians publicity. Adding more police, detectives and laboratories for analyzing evidence costs money and increases taxes to pay, which they do not like...
