Is a driver's license a proof of citizenship?

No. For some states, it is not even an indication of legal presence in the country.

Nope That's why some people argue about Picture IDs for voting DLs, Military ID cards, Military Dependents card are all accepted forms of ID for voting but none of them require citizenship

Only if it is an "enhanced" driving license. Only a few Canadian provinces and US states issue enhanced driving licenses.

Not generally but some can be used with other documentation for proof of citizenship. It can for some purposes be used as proof of identity with a birth cert to complete proof of citizenship. Some states have enhanced drivers licences that can be used.

In some Countries yes. Mine says American on it. On a Philippine drivers license.
