After they are weaned - i.e. they can eat on their own. This generally happens at 7 to 10 weeks. You can give them away sooner than that if the new owner is willing and able to hand-feed them. A lot of people do this in order to form a stronger bond with the bird. Even in this case I would wait until they have enough feathers to keep warm.
