What does "In Transit to Next Facility." Mean? For USPS does it mean the package is being delivered to a near by Facility near me?

it means it is being shipped to a facility closer to you. Maybe not the final facility. Just a transfer.

The package starts at a mailbox and goes to a sorting facility near the mailbox. Next it goes in transit to a sorting facility near you. Then it is transported to your local post office and sorted for local delivery to your mailbox. Every time it is not sitting in a bin at one of those places it is "in transit".
