Will a blown fuse in control board of my furnance keep blower fan from coming on?

It sure will. The control board controls the fan and everything else in the furnace, if the board is down everything is down.

Replace the fuse. You can not argue with success. If the fuse blows again, you may need a new control board, or a new gas valve. Most boards will give a blink code. Look for it and make note of that. Look in the owner's manual for trouble shooting outlines.

Yes, the blower fan is operated by a relay on the control board. The fuse on the board blocks power input to the board. No power to the board will stop power being sent to thermostat or override switch, no power available to the relay coil.

Depends on whether that fuse covers the fan or not. You need to find out why it blew in the first place and put that right.

A blown fuse is telling you there is a short in the system. The short needs to be found before putting a new one. This requires the expertise of a licensed HVAC technician.

If that fuse controls the supply to the furnace, then the furnace will probably not work. Presumably the furnace has an electrical spark ignition also. If you have no knowledge of electrical matters, get a professional to look at it.

Make sure that your access door to the air handler is closed correctly, and that the breakers have not tripped. Other than that, there is not enough information to say. Change the filter while you're at it.
