What type socket is used to tighten main service entrance wires in meter box - torx or hex?

Normally (inverted) hex, sometimes called allen heads.

LOOK at the screw. If it is a torx, use a torx. A hex, use a hex.

This depends on the particular connection you have. Remember these are alive and contact w them is a risk of lethal electric shock. Get someone well trained to do this.

All I have ever seen use Hex Head or Allen Head screws.

look at them -- hex drive is literally a hexagon shape, torx is more pointy. Torx is unlikely -- they were invented for automotive use [cars shake a LOT and thus the screws need to be torqued to higher levels than ordinary uses].
