Is there an appropriate adhesive to set ceramic tile to a fiberglass shower pan?

Won't work, remove the fiberglass shower pan and then lay down tile backer board before tilling it over. Use a angle grinder to chop out the old shower pan, then you can thin set or tile backer board it up right. You probably already know doing this will open up a can of mold and rot, there are no quick fix drain pans.

You will find that all of your time and money will be for nothing, in the end. As the others have said, do a proper job of it.

It would flex too much. If I did it I would use a mastic type cement and not water soluable

IN a proper installation, you DON'T affix tiles to fiberglass.

the temptation to do this in order to fix either a leaky [worn thru or damaged] shower pan or one that offers insufficient traction under foot is high ... but the darn shower pan flexes a bit and thus will break any adhesive bond you create. if you're determined to try anyway ... i'd go with a stiff epoxy product and use a lot. I'd also recommend SMALL tiles, not the near four inch square ones. It has to end up being watertight with minimum flex per individual tile. be advised that this will not be removable -- ever -- without destroying the shower pan
