Why there is no minecraft forge for 1.13 verson yet ?? Did they stop development ?

Minecraft 1.13 is a big update for coders, as every block now has a block ID. Commands work differently, requiring you to do the exact refined command. While you wait, there are alternatives such as Rift, whole mod packs have been created using Rift instead of Forge
