they are not hybrid most of the time. Just electric.

A hybrid vehicle is one that uses two sources of energy. A "bicycle" that is all electric and little more than a small motorcycle is not a hybrid. But some electric bicycles retain peddles so a human can supply energy to the wheels. In this case the electric bicycle could be considered a human/electric hybrid.

to be a hybrid, they would have to have another source of power. Do they have a gasoline engine as well?
