How did Gotham manage to get a TV-14 rating with all that violence the show has?

I like Gotham a lot, it's very amusing me, but the amount of violence and the rating TV-14 impress me. In the last episone a man's skull was open and his brain was shown, in other episone a man have his hand and part of his forearm cut out and it was shown very graphically lol
