The short skirt shows the figure is male, not female. That means it's not Isis. This object uses various Egyptian motifs for their decorative value. It has no deeper significance.

It is the goddess Isis in a cartouche holding what looks like a pot or possibly a canopic jar (the jars into which the organs of those who were to be mummified were put.)
