Why is it such a common problem in Turkish education for Turkish people to not be able to express themselves?

For whatever reason, Turkish people have some quite original ideas, yet are not taught how to express themselves in essays, presentations, etc., and are even encourage to copy their answers off from somebody else's work. Is this a postmodern irony in Turkish education?
