Is this considered a "full ride" college scholarship/grant? covers tuition, books, and $400/month towards cost of living?
not sure if its a true full ride since it doesnt fully cover cost of living

What difference does it make, what you call it. A "full ride" scholarship typically covers tuition, fees, books, meals, and housing/dorms. It does not cover miscellaneous living expenses like medical care, vision care, dental care, clothing, transportation, and entertainment.
