They can if they are equipped to do it. Most are not.

Only if they're built that way; the smarter they are, the naughtier they are. Cable TV boxes that you can use to buy pay-per-view, definitely. Tivo, Netflix, Hulu, YouTube, anything you have an account with, all track their users. Some smart TVs were also caught communicating with the mothership. Off the rack at Best Buy for your rooftop antenna, no.
