Where is the office to report a misbehavior of a telephone company?

No actually if you are prepaid, it's month to month, not 30days from the date you started service. So you can pay in the middle of the month if you like, but at the end of the month you reset for the next month, and yes you pay again. So sounds like pay as you go might be better for you, at least until you get tired of rushing to top off if you are in the middle of something when your service drops because you miscalculated how much data or talk time you have left. Pay as you go is differently still, you use it until the limit is used up. And then top it off, until that is used up.

What the company says is what you need to do. There IS a contract of sorts for "no contract" arrangements, probably called "terms and agreements", as that is the usual name for it, and you have to uphold your side of it in order to obtain service from whatever company you are dealing with. In such a situation, all you can do is go along or go without.
