Is there a cheap or free voice changer for smartphones that can change the accent of your voice rather than just make it into silly noises?

I am trying to look for a voice changer to go on my smartphone that will allow me to flawlessly sound Canadian. So far all I have found are voice changers that just make your voice sound ridiculous.
