IF I wait til note 10 is about to come out, and IF I join Costco, will they most likely offer a lower cost for pre- ordering?

No. That isn't how this works.

No, they'll probably be the same price as everywhere else. High end phones are mostly priced the same no matter where you go. It's only the older/last gen phones that get discounted.

No. There’s no price drop before the next gen comes out. There’s a price drop after the next gen comes out.
