It's part of her job to talk to strangers or customers as they are normally called. She's a big girl now and no doubt knows all about stranger danger.

If your daughter was "at work" while she was loading groceries into a strange man's car, then I'm going to assume that she's an employee of a grocery store, and it's part of her job to load groceries into a customer's car. That being the case, there's no reason in the world why she shouldn't talk to him while she's doing it..

We are not born to live in fear. Talking to strangers will not get an adult in trouble; going with them can. I recommend getting her the Gavin Debecker book, The Gift of Fear. In fact, I recommend everybody read it. I lived in bad neighborhoods (the first Oakland police helicopter was shot down a couple miles from my first apartment, which itself was broken into three times in two weeks) for a few years and am impressed by his breakdown of how ordinary people get into trouble.
