Metal shrinks and warps under extreme cold. Cause fractures in the metal as well as breaking the bolts that keep them in place. Fire heats up the metal to prevent this as well as allows workers to make repairs. Not doing this can lead to trains derailment.

I think the flames are just at switch points so the switches won't freeze. The flames come out of gas jets.

No, that's actually a very old idea and has been used since the mid 1800s to keep rail lines open.
