Do engineers of smaller companies work as much as CSX engineers work?

Locomotive Engineers working for smaller companies do not go out over the road very much. Most of the smaller companies serve industrial plants, and have big switching yards. This kind of work has limited space and number of jobs for handling RR cars. Therefore, staffing is more predictable. Work is more predictable. They serve a much smaller area. This all gives a person a very regimented job where, I have to get out of the way so, the next crew can go to work. Any overtime with a small company is rare.

Some do and some don't. It depends on staffing levels and whether they are unionized or not.
