If I am an adult with a valid permit what do I do to get a drivers license? MN?

DMV website. Also, please do not refer to it as a "permit." The government does not permit anything. They can only restrict. Also, government does not grant rights. They can call it whatever they like, but that does not mean it is technically accurate. Vocabulary and words are influential, which is why government uses the word "permit." Read the Minnesota driver's handbook. It's available free from their website. It explains everything you need to know.

Take driver's education, hold onto your permit for 3 months, read up on the rules of the road (driver's manual for your state), then go down to the DMV and take the written and driver's tests. Oh, yes, you need to have someone drive you and provide a car for the test. Don't show up without someone else (a person with a valid driver's license) in the car (front seat) with you, or they could ticket you for driving without a license.
