Does Hertz allow a payment plan if you don’t have the money to pay for the damages upfront?

No, that's why they take your credit card details. Any damage not covered by their insurance will be taken directly from your card, leaving you to find a way to pay it off.

I doubt it but to be certain you will have to ask Hertz.

They will also charge you for loss of revenue while the car can't be rented.

Yes. One payment for the entire amount.

No. They're a car rental company, not a loan and finance provider. You pay by credit card (that's why they demand a credit card) and you then work out how to pay off the debt, either by speaking to your card provider who may have the facility to convert the debt into a regular loan, or by seeking a "debt consolidation loan" elsewhere. You may even be able to find another credit card which has a 0% interest deal for balance transfers for a period of maybe one or two years.

No. They will get a money judgment against you and not enforce it if you make regular payments.

Nope. You should have opted for Collision Damage Waiver which is a minimal extra sum to pay when you hire a car.
