If you live in the USA, your state will have a web site that explains everything. Road tests in our state are done at a state office by government employees. A side note - you will likely never have to pass another one if you maintain a good driving record after you get your license. I haven't taken a road test since I was 16.

Where I live the test has to be taken through the designated Service Ontario offices (our version of a DMV among other things). A school wouldn't have the ability or legal authority to grant you a license. You will have to look into where the testing is done where ever it is that you live.

That depends entirely on where you live, which you didn't say, and exactly what class of licence. Which you also didn't say.

In my state the written test is given in high school but the behind the wheel road test isn't.

In my state, yes. It is required for all new would-be motorcyclists. The law allows wiser owners with no violation history to renew without the training process. My license is good for all 2, 3, 4, 6, and 8 wheel vehicles..
