Yes, there are. Google "Stipendien für Ausländer in Deutschland." One requirement for these scholarships is excellent knowledge of the German language...

There is a SCAM claiming to provide that. If you are LUCKY, the worst they will do is take all your money. Many people that travel for such an 'opportunity' become victims of human trafficking.
