Are foreign companies allowed to own and operate TV channels in Canada or do they have to be licensed to a Canadian company?

The majority of international channels for U.S. cable channels (MTV, Cartoon Network, HBO, Disney Channel, etc.) are all operated and own by the original companies: MTV owns the MTV channels in Latin America, Europe, Asia, etc., but I ve noticed that the majority of international channels in Canada are all licensed to a Canadian company or in the case of TSN and FX, the majority owner is a Canadian company. Can a foreign company not own a Canadian TV channel?
