Use a fresh razor every time you shave. Use a bit of pressure on the razor when you shave, this will get a closer shave. Shave more than once. If you still feel stubble, shave again.

I don’t know what part of your body you are talking about but this is what I do for my legs: First, scrub both your legs using water and an exfoliating scrub gently and in circular motions. This hydrates and softens your skin and the exfoliation buffs the dry dead skin, the builtup dirt and oil, and frees any ingrown hairs on the surface. Rinse the scrub off and *shave like normal*, scrub again but for a shorter length of time. Now use baby oil in place of shaving cream, and shave again. Baby oil is hella moisturizing and soothing, and it makes your skin super smooth and soft. When you are done, moisturize! Something with Shea butter or Coconut oil would be best. Use body butter one or twice a week, and a lighter lotion for daily use. **Shave as normal: use a new razor every time and rinse the hair out between each swipe of the razor. DO NOT press the razor down harder. That leads to razor burn and ingrown hairs! With the right razor there won’t be a need to press down like that.**
