Can I make my highlights cool blonde with toning!?
I want a cooler blonde and I was wondering can I just go to the salon and have them tone it or do I have to rebleach it?

It may need to be highlighted again to lighten it up. To achieve that cool toned blonde the hair has to be really light first, then toned after.

This depends on how light you want the blonde. Right now you have a brassy dirty blonde. It does need to be toned, but it won't end up super light or super cool toned. If you want something very cool toned, you will need a round of bleach and then toner.
