Sure, if you think it will be warm enough for it. I personally would wear some slightly thicker leggings underneath just in case the wind is cold.

A dress is fine. But at 67 you'll still need a light jacket.

I wouldn’t just to play it safe. 67 is the high but you didn’t mention the low. I remember one year when it was pretty mild during the day so a lot of people didn’t bring a coat or heavy jacket. Then early evening, it dropped down to the 30s. I watched the news so I knew it was going to take 30 degree dive so I was prepared.
