Did Homo Sapiens came into existence during the Ice Age? Also, were there any fertile grounds anywhere until the end of the ice age?

Humans evolved in Africa. Europe and Northern parts were icy, but not where humans evolved. The earth was technically in an Ice Age. Yes there were fertile grounds... although there's a convincing hypothesis there wasn't enough CO2 in the atmosphere to get decent crop growth until 12,000ya. It's not like humans before this didn't know how to farm, they just didn't, for unknown reasons.

It isn't about whether there were "fertile grounds." It was about having crops which could be cultivated productively. All the major food crops required years of deliberate cultivation to reach their current productivity.

"It" says that the last Ice Age began ... Who or what is 'It'?

No modern humans existed way before the last 'glaciation', that's what the last 'ice age' is properly called and where your going wrong. In correct technical science language.....'ice ages'....are whole epochs of millions of years, whenever the polar caps are frozen (which they often are and are still so today). "Glaciations'......is when the polar caps expand and ice moves down over parts of the world. Textbook writers/ tv producers etc. are always getting this wrong. They call the last 'glaciation' we had, 'ice age' and it confuses the public. Our last glaciation that covered most of Europe and North America was from 30,,000 to 11,000 years ago (the one your talking about). Modern humans evolved in Africa c.140,000 years ago, and walked out of Africa 100,000-70,000 years ago, so way before the last glaciation. The ice only covered most of Europe, North America, Northern Asia etc. When it started 30,000 years ago modern humans already lived in Europe, when the ice came they just moved south. when it melted they went back. In the meantime there were lots of other earth areas for humans.

Homo sapiens - the species of bi-peds from which 'human' beings emerged. A quick look at what is going on around the world today seems to indicate that they are in decline, or that the word 'sapiens' (meaning wise) should be dropped. There may well have been fertile grounds during the ice age, presumably between the Tropics of Cancer and Capricorn.
